The Bishop of Barcelona, Gregorio Modrego, alarmed by the plight of immigrants arriving in Barcelona and determined to eradicate shantytowns, promoted the construction of decent housing for lower-income classes, following the celebration of the 35th International Eucharistic Congress in Barcelona. He advocated a housing model that incorporated many green areas, cross ventilation and optimum sunlight, rejecting the closed-off block model typically used in Barcelona. The use of open or semi-enclosed blocks, typical of many European cities, enabled the inclusion of services, gardens and sports facilities. Presented in 1952, the project was approved the following year, saw the official laying of its first stone at a ceremony in 1953, on the corner of Carrer Felip II and Plaça del Congrés Eucarístic.
